Irene Navis, AICP
Irene Navis, AICP is Managing Partner of Navis Strategic Services. Her 30 years of public sector experience include 8 years in emergency management, with 5 1/2 years as Clark County, Nevada Assistant Emergency Manager. Navis has held key roles in response and recovery on multiple major events, including the 1 October 2017 Las Vegas mass shooting and 2020 pandemic. After the shooting, she developed the Clark County’s Response and Recovery Framework, a model plan for mass casualty incidents. Navis has been a certified planner since 1996, and has served on many committees, boards, and tasks forces on hazardous materials management, emergency management, and homeland security. Navis was a member of the DHS State, Local, Tribal, Territorial Government Coordinating Council, focused on critical infrastructure protection and cybersecurity, from 2011-2018. Navis has been a consultant since 2018, and currently serves as the Nevada Coordinator for the Western Regional Alliance for Pediatric Emergency Management (WRAP-EM) and serves as the CBRN Domain Manager for the Pediatric Pandemic Network under multi-year federal grants. Navis is also a published co-author in several professional journals and conference papers, and has presented at a number of state, national, and international conferences.
