Kevin McCulley, BS

Kevin McCulley began his emergency management career serving with the Salt Lake Red Cross, training and leading response support teams deployed during the 2002 Winter Games. From 2002-2010, McCulley worked with Utah's Primary Care Association (AUCH) to expand FQHC/CHC services in Utah and develop disaster readiness and response plans for BPHC awardees in the state. From 2010-2022, he was employed by the Utah Department of Health, serving as the healthcare, public health, and special pathogens preparedness and response director. Within this role, he developed Utah's healthcare coalitions, high-consequence pathogens biocontainment capacity and capability, and served in a variety of state and national leadership roles. During the global COVID-19 response, he was deployed in incident command leadership for Utah, supporting medical surge, hospital load-leveling, EMS, crisis standards of care, PPE, scarce resource management, and liaison to HHS response teams and deployed staff. Kevin received instructor certification at Center for Domestic Preparedness, National Disaster Life Support Foundation, American Heart Association, and Medical College of Georgia, and has taught thousands of students in healthcare and medical readiness. From 2022 to today, McCulley serves as the Chief Operating Officer for the Pediatric Pandemic Network.
