Naomi Bastardo, MSN, RN

Naomi Bastardo, MSN, RN, serves as the Associate Administrator overseeing Emergency Services at El Paso Children’s Hospital, including the pediatric Emergency Department and urgent care services. El Paso Children’s Hospital is home to the region’s only dedicated pediatric emergency department within a 350-mile radius, caring for more than 28,000 children annually, including patients from across the international border. Naomi leads a multidisciplinary team of more than 80 staff members and has played a key role in strengthening departmental operations, team development, patient safety initiatives, and pediatric emergency care throughout her leadership journey.
Since stepping into leadership, Naomi has been instrumental in the development and implementation of pediatric-specific policies, protocols, and quality improvement initiatives aimed at improving patient outcomes and operational efficiency. She works collaboratively with physicians, nursing leaders, Emergency Medical Services (EMS), and multidisciplinary teams to ensure high-quality pediatric emergency care begins from the moment a patient enters the healthcare system. Her work has included advancing pediatric emergency preparedness, improving suicide screening and mental health workflows, implementing evidence-based protocols, and supporting innovative care initiatives across the organization.
Naomi currently leads hospital emergency response planning efforts and has been instrumental in the development and implementation of Hospital Incident Command System (HICS) workflows to strengthen organizational emergency preparedness and streamline coordinated response efforts during critical events. Most recently, she also played a key leadership role in the implementation and development of El Paso Children’s Hospital’s pediatric stroke program, collaborating with multidisciplinary teams to establish pediatric-specific stroke workflows, education, and response processes aimed at improving timely recognition and treatment for pediatric patients experiencing neurologic emergencies.
In addition to her operational leadership responsibilities, Naomi serve as Co-Chair of the El Paso Children’s Code Blue Committee and previously chaired the BorderRAC Pediatric Subcommittee. In January 2025, she was appointed to the Pediatrics Committee for the Texas Governor’s EMS and Trauma Advisory Council (GETAC), where she contributes to statewide pediatric emergency and trauma care initiatives.
Naomi earned her Bachelor of Science in Nursing degree from the Texas Tech University Health Sciences Center Gayle Greve Hunt School of Nursing in El Paso, Texas, and later obtained her Master of Science in Nursing from The University of Texas at Arlington. She also completed the American College of Healthcare Executives (ACHE) leadership development program and continues to pursue growth in healthcare leadership and pediatric advocacy.
A passionate advocate for pediatric patient safety, Naomi is committed to developing strong healthcare teams, advancing evidence-based practice, and serving as a positive role model for women in leadership. Outside of her professional role, she is a proud wife to a law enforcement officer and mother of three children.
